Ethereum’s scaling story has reached the awkward middle stage.
The network no longer needs to prove that rollups exist, that layer 2s can attract users, or that cheaper execution is possible outside the base chain. That part of the roadmap is visible now. The harder question is whether Ethereum can make all of those pieces feel like one coherent financial platform instead of a collection of parallel systems sharing a brand.
That is the real thread running through Ethereum’s recent public messaging. In a March post on the relationship between L1 and L2s, the Ethereum Foundation framed its North Star as scaling Ethereum “as a cohesive system” while preserving the distinct roles of the base layer and its rollup ecosystem. In May, a working group involving wallet developers, security firms, and the Ethereum Foundation’s Trillion Dollar Security Initiative launched a clear signing standard meant to reduce blind signing, one of the user-facing weaknesses that has cost the industry heavily.
Taken together, those are not hype-cycle announcements. They are plumbing work. But for Ethereum, plumbing is now the product.
The Rollup Era Has a User-Experience Debt
Ethereum’s modular roadmap solved one problem by creating another.
The base chain can remain the neutral settlement layer while L2s handle cheaper, higher-volume activity. That design gives Ethereum a path to scale without asking every transaction to compete for scarce L1 blockspace. It also lets different rollups optimize around different markets, applications, fee models, and execution environments.
But users do not experience architecture diagrams. They experience balances, bridges, gas tokens, wallet popups, asset availability, liquidity fragmentation, and transaction approvals they often do not fully understand.
For retail users, that friction is obvious. Moving funds across chains can still feel like operating several financial apps stitched together by fragile interfaces. For small businesses and crypto-native teams, the issue is more operational. Treasury workflows, payment flows, customer deposits, and DeFi interactions need predictable settlement, readable approvals, and a clear understanding of where assets actually sit.
That is why Ethereum’s “cohesive system” language matters. The next stage of adoption will not be won by the L2 that can publish the cleanest throughput chart. It will be won by the ecosystem that can make Ethereum’s modular structure legible enough for normal economic activity.
L1 and L2s Have Different Jobs
The most important part of Ethereum’s L1/L2 framing is that it does not treat rollups as competitors to the base chain. It treats them as specialized parts of the same system.
That distinction matters because Ethereum has to avoid two opposite failures.
One failure is overloading L1 with every activity that users want to perform. That pushes fees higher, limits participation, and keeps Ethereum closer to a scarce settlement network than a broad application platform.
The other failure is letting L2s drift into loosely connected islands where users, developers, liquidity, and security assumptions become too fragmented. In that world, Ethereum may still have a strong base layer, but the practical user experience starts to resemble a multichain market with a shared origin story.
The Ethereum Foundation’s March post points toward the middle path: L1 provides the security and settlement foundation, while L2s expand capacity and application reach. That is not a new idea, but the emphasis on cohesion is important. Ethereum’s competition is no longer only other L1s. It is also the possibility that its own scaling stack becomes too complex for serious users to navigate.
Clear Signing Is Part of the Same Problem
The clear signing initiative may look like a separate wallet-security issue, but it belongs in the same conversation.
A scaling ecosystem that users cannot safely read is not really usable at scale.
The May Ethereum blog post described clear signing as an open standard designed to end blind signing. The working group included wallet developers, security firms, and the Ethereum Foundation’s Trillion Dollar Security Initiative. The post also tied blind signing to major user losses, including the Bybit hack.
That is the kind of detail that should get the attention of anyone using Ethereum for more than speculation. If a user is approving a transaction but cannot clearly understand what they are approving, the system has shifted risk from protocol design into human interpretation. That may be tolerable for early adopters. It is a serious barrier for broader adoption.
For small businesses, funds, DAOs, and active DeFi users, transaction approval is not a cosmetic detail. It is an internal-control issue. If a wallet prompt cannot communicate the economic consequence of a signature, then every operational process around that wallet has to compensate for the missing clarity.
Clear signing is an attempt to move Ethereum toward a world where approvals are more readable and standardized. It does not eliminate scams, bad contracts, or poor judgment. But it addresses a structural weakness: users have often been asked to make high-value decisions through low-context interfaces.
The Institutional Angle Is Quiet but Important
Ethereum’s coordination problem also matters because tokenization and digital capital markets are moving from narrative to infrastructure.
The source context includes several items around tokenized markets, stablecoin payments, and real-world-asset rails. Not all of those are Ethereum-specific, and it would be sloppy to pretend they are. But they point to the same market demand: financial institutions and operating businesses are looking for faster settlement, broader asset mobility, and digital infrastructure that can work across counterparties and regulatory environments.
That is where Ethereum’s modular stack has an opportunity. If L1 can remain credible settlement infrastructure and L2s can support cheaper, specialized execution, Ethereum can be relevant to tokenized assets, payments, DeFi markets, and wallet-based financial workflows.
But the institutional bar is different from the crypto-native bar. Institutions do not only ask whether a network is fast or decentralized. They ask whether assets can be accounted for, whether approvals are auditable, whether liquidity is available where it is needed, whether user permissions can be managed, and whether the system behaves reliably under stress.
That is why Ethereum’s internal coordination work may end up being more important than any single market catalyst. A fragmented rollup map and unclear signing environment are not just user-experience annoyances. They are adoption limits.
What Retail Investors Should Watch
For investors, the useful takeaway is not “Ethereum has L2s, therefore ETH goes up.” That is too thin.
A better watchlist has three parts.
First, watch whether major Ethereum applications make the rollup experience feel less fragmented. Users should not need to understand every architectural boundary to perform basic actions safely.
Second, watch whether wallet standards improve transaction readability. Clear signing is worth following because security and usability are now growth constraints, not afterthoughts.
Third, watch whether L1 and L2 roles become clearer in practice. Ethereum benefits if the base chain is trusted as settlement infrastructure while L2s become the natural place for high-volume activity. It suffers if users experience that structure as confusion.
This is also where Ethereum’s price story can diverge from its product story. Market flows can move ETH up or down for reasons that have little to do with the health of the scaling roadmap. But over the longer term, Ethereum’s relevance depends on whether the network can support serious activity without making users manage too much complexity themselves.
The Takeaway
Ethereum has already made its big architectural bet: scale through a layered system, not one monolithic chain.
Now comes the harder part. The ecosystem has to make that layered system coherent, secure, and understandable enough for real users with real money at stake. The L1/L2 roadmap, clear signing work, and broader push toward usable infrastructure all point in the same direction.
Ethereum does not need another slogan. It needs coordination that users can feel.
If that happens, the network’s modular design becomes an advantage. If it does not, Ethereum risks turning its strongest technical strategy into a user-facing maze. That is the test now.
